Andrei Duțu-Buzura

PhD in Law, School of Advanced Studies of the Romanian Academy (SCOSAAR); postdoctoral studies at the Institute for World Economy, Romanian Academy (2015–2016). Associate Professor at the Faculty of Law, Ecological University of Bucharest (since 2008), and Lecturer at the Faculty of Public Administration, National University of Political Studies and Public Administration (SNSPA, since 2016). Attorney with the Bucharest Bar (since 2008).

His research and teaching cover environmental law, climate law, civil law, EU law, and digital and AI law, at the intersection of EU digital regulation, civil liability, fundamental rights, and environmental constitutionalism. He teaches courses including Elements of Civil Law, EU Contentious Proceedings, Environmental Law and Sustainable Development, Urban Planning and Construction Authorization, and Elements of Digital Law.

He is the author and co-author of numerous books and articles, including “Principiile generale ale dreptului mediului” (General Principles of Environmental Law) and “Tratat de dreptul mediului” (Treatise on Environmental Law), Editura Universul Juridic, as well as “La consécration universelle du droit de l’homme à l’environnement” (co-directed with M. Prieur), Éditions Mare & Martin, Paris (2026). His work has appeared in journals such as Dreptul, Studii și Cercetări Juridice, and Pandectele Române, addressing topics including climate law, environmental constitutionalism, corporate due diligence, and the impact of AI regulation (the EU AI Act) on the environment.

He serves as national rapporteur for Romania at the biennial AIDRU (International Academy of Comparative Law) colloquia since 2011, and collaborates with the Centre International de Droit Comparé de l’Environnement (CIDCE), Limoges, including at the International Colloquia on Environmental Law held in Bucharest.
